unilateral trade liberalization.
Free trade means faster manufacturing growth.

There is a populist and persistent belief that free trade means weakening, if not, bringing about the death of local manufacturing industries because they will not be able to withstand competition from more advanced economies abroad.
This belief has been repudiated many times in countries including the Philippines. And there is a new paper that repudiates this belief again.
Former NEDA Secretary Dr. Cielito Habito discussed a new paper at the Department of Trade and Industry (DTI) pre-summit roundtable, based on their research at the USAID-funded Trade-Related Assistance for Development (TRADE) Project.
The roundtable was part of the preparations of the DTI and the Board of Investments (BoI) in an important event they are jointly organizing, the “Manufacturing Summit 2016: Trabaho at Negosyo” this coming Nov. 28-29, 2016 at the Makati Shangri-La Hotel.
Besides plenary sessions, breakout sessions to be held will cover seven topics, one of which is International Trade Policy and Free Trade Agreements and Dr. Habito’s discussion was in preparation for this session. I was among those invited by the DTI for the pre-summit roundtable, thanks to Assistant Sec. Rafaelita Aldaba.
In January 2010, the ASEAN Free Trade Agreement (AFTA) became operational. The import tariffs on nearly all products traded across the ASEAN-6 (Brunei, Indonesia, Malaysia, Philippines, Thailand, and Singapore) dropped to 0, some at 5% maximum. What happened to Philippine manufacturing by 2010 onwards? Dr. Habito showed this data (see Table 1).
Philippine manufacturing did not weaken nor did it die with freer trade. From an average growth rate of only 3% per year in 2004-2009, it went up to an average of 7.8% per year from 2010-2015.
Other sectors — fixed investment, durable equipment, private construction, exports — also showed faster growth rates under a freer trade regime, about three to four times faster than average growth in 2004-2009.
Ciel also showed slides where Philippine exports have moved up the value chain.
For instance, the Philippines exported around $200M of boilers, nuke reactors, machineries, optical, technical, medical apparatus, etc. to Indonesia in 2013 alone.
As we moved to freer trade, to zero tariff, our manufacturing and exports became more dynamic, more competitive, more job creating and more forex-earning.
One may also credit the past Aquino administration for keeping with trade liberalization agenda compared to its predecessor Gloria Arroyo administration.
Freer trade benefitted not only the Philippine economy but also almost all other ASEAN countries (see Table 2).
The above numbers tell us the following.
One, the size of manufacturing output of the six countries have expanded significantly in just five years. The Philippines’ has grown from $26.5B in 2009 to $38.9B in 2014.
Two, in terms of manufacturing annual growth rate, Malaysia, the Philippines, and Singapore experienced faster growth rates while Thailand and Vietnam experienced slower expansion — but they nevertheless reported growth.
Three, manufacturing as percentage share of GDP has declined for all the countries above. This is not something to be taken negatively because almost all countries have shown this trend, with the declining share of agriculture and manufacturing and rising share of services.
Some policy measures that the DTI, other departments, and Congress should consider to further improve the country’s manufacturing and trade capacity would be the following:
The government should help improve the economy’s competitiveness. Very often it is not “what government should further do” but rather, “what government should NOT do and intervene,” like fewer taxes, regulations, restrictions, and bureaucratic processes. Some factors that deter more investments in manufacturing in the country are outside the scope of DTI, like expensive and unstable electricity supply, slow Internet, poor infrastructure. More competition in these sectors should be encouraged. There are winners and losers in free trade, there are also winners and losers in protectionism. Overall, there is “net gain from trade” while there is net loss under protectionism. Tables 1 and 2 above have shown and quantified some of these gains, so we should never backtrack from further liberalization. Over the long term, we should consider adopting unilateral trade liberalization, one-way free trade policy, both in tariff and non-tariff measures (NTMs), and ultimately in services too. Hong Kong and Singapore are good examples of unilateral liberalization regimes, their exports of goods and services are much larger than most countries in the world despite their small population. NTMs as indirect barriers to trade should be relaxed through time and ultimately abolished. The main purpose of trade policy should be consumers protection and empowerment, to allow the local consumers to have more choices in buying and selling, to have more access to more markets and economies abroad.

PH exports growth from 1960-2014.

The 1950s and 1960s were periods of economic nationalism as the Philippines and many other countries emerged from post-World War II damages and reconstruction. That many countries chose trade protectionism then was understandable as it was also a period of strong communist movements and anti-global capitalism in Asia, as shown by the communist transformation of China after the successful Maoist revolution in 1949. In the Philippines, early communist movement led by the Huks also championed economic nationalism.
In the 1970s, a period of some economic liberalization plus strong state intervention and dictatorships swept many East Asian economies. Former President Ferdinand Marcos for instance imposed a dictatorship that allowed him to stay in power for a total of 20 years. Huge petro dollars financed various infrastructure projects in the region that allowed some countries to develop faster than others.
The 1980s was a period of continued economic liberalization plus a dismantling of some dictatorships in Asia, including the collapse of the Marcos dictatorship in 1986. By then, the “Asian dragons” — South Korea, Taiwan, Hong Kong, and Singapore — were rapidly developing and emulating the industrialization path of Japan.
Mid-1990s was the golden age of globalization. The World Trade Organization was officially created in 1995 with a clear goal of promoting rules-based global free trade. Protectionism by many member-countries were tapered and reduced. As a result, high tariffs were brought down to moderate levels and non-tariff barriers (NTBs) — such as import quotas and quantitative restrictions were converted into tariffs.
In the Philippines, it was also a period of more substantial economic liberalization — the country became more stable after it reeled from political and economic uncertainty that was instigated by several bloody military coup attacks and naked attempts to grab state power in the late ’80s. The foreign investments act, telecom deregulation, and similar laws were enacted in that decade.
When the 21st century came, the Philippines and many countries in Asia and around the world have already developed their own momentum of liberalization and deregulation. It was just a question of taking either a path of fast or moderate trade liberalization.
For ASEAN countries, the chosen path was unilateral, fast, regional liberalization that tariffs for intra-ASEAN trade was near zero for the six older members (Brunei, Indonesia, Malaysia, Philippines, Thailand and Singapore) while the four new comers (Cambodia, Laos, Myanmar and Vietnam or CLMV) were given a longer window of zero tariff at a later date of 2015.
Here is one summary of the foreign trade performance of the Philippines over the past half-century, expressed in the exports and imports of goods and services (G&S) as share or percent of GDP, and annual trade growth (see table).
Notice the jump in the country’s exports of G&S in 1995-2000 upon joining the WTO, despite the East Asian financial crisis in late 1997 to early 1999. There was a big decline in both the exports and imports of G&S in 1998 but it was not enough to erode the 40%+ exports/GDP ratio.
Another round of trade decline was experienced in 2008-2009, a period of global financial turmoil that started in the US’ housing and credit.
The Philippines’ exports/GDP ratio went back to the 30%+ this decade.
How can this be explained?
Did the country (a) apply some brakes on trade liberalization, (b) or has the denominator, in this case, GDP size, simply risen faster than the rise in the numerator? Or (c) both?
It appears that (c) happened.
Having brought down overall tariffs to near zero for fellow ASEAN members, the Philippines can no longer bring it down any further for its neighbors. It can only liberalize further by having multiple bilateral free trade agreements (FTAs) with other countries or bloc of countries outside of ASEAN. This is a cumbersome and bureaucratic path towards more trade liberalization. The easier, less messy path would have been unilateral liberalization the way it engaged its neighbors in the ASEAN. Singapore, Hong Kong, UAE, Chile and few other countries have adopted this policy and so far the results are more positive than negative.
The other explanation is that the Philippines’ GDP size has grown much faster, mainly because of domestic or internal factors like robust growth in household and private consumption.
Now with a 100+ million population base, it is relatively easier to sustain this momentum. More people means more producers and consumers, more workers and entrepreneurs, more sellers and buyers. Sadly, there will be more government bureaucrats, legislators, regulators and consultants too, they need lots of taxes and fees to sustain their pay, offices, travels, trainings, bonuses and pension.
So we need to take a different path of economic modernization via unilateral trade liberalization with more countries outside the region. And rejoice, not whine, at our bigger and younger population. Government interventions like bureaucratic and costly trade negotiations, implicit population control and high taxation to finance high bureaucracy and high regulations can be counter-productive over the long-term.

Free trade and Norwegian salmon.

Among the noticeable things when I buy in public markets is the presence of Norwegian salmon. Usually the salmon heads or salmon belly are available, and their retail price is not that far from bangus or tilapia. So while it is common to see Norwegian salmon in big groceries and supermarkets, it is good to see the presence of this Norwegian product in public markets at affordable prices, implying that trade of this commodity is increasing fast.
And that proves further that free trade is good. The taste of salmon is a lot different than many tropical fish products that we have. Free trade allows the poor and lower middle class to enjoy this produce from time to time.
Last May 14, 2016, I had the opportunity to meet and break bread with some Norwegian businessmen and Filipino managers running Norwegian companies in the country. It was at the celebration of Norway’s Constitution Day.
I checked the data from the UN Conference on Trade and Development, “Bilateral FDI Statistics 2014.” Instock investments from Norway is still small, only $7 million as of 2012. The biggest investments are from UK ($1,418M), France ($310M), Switzerland ($239M), and Denmark ($197M). Nonetheless, the flow of trade and investments between Norway and the Philippines is rising.
The important institutions of Norwegian commerce in the Philippines are the following:
First, the Norwegian embassy, promoting diplomatic, cultural and economic partnerships with the Philippines. I met the Norwegian Ambassador to the Philippines, His Excellency, Erik Forner and I asked him what are the key business sectors where relations between Norway and the Philippines are most active, and he quickly mentioned the maritime industry. Many Norwegian businesses operating in the Philippines are shipping-related. Norwegian shipping companies are among the biggest employers of Filipino seafarers, about 25,000 of them, aboard their ships or in shipyards abroad. They also have the Norwegian Training Center in Manila that provides relevant and specific training for Filipino seafarers working on Norwegian ships. Then the Norwegian Maritime Authority is working with the Philippines’ Maritime Industry Authority in ensuring that maritime/seafarer education is in compliance with international standards.
Second, the Philippine Norway Business Council, a young organization that promotes bilateral business opportunities between the two countries. Established on 5 January 2011, the Council is a direct result of a common initiative from the Norwegian business community in the Philippines. The objective was to create a forum or a platform of interaction for Norwegian companies represented in the Philippines, Philippine companies with links to Norwegian businesses, and individuals involved in Norwegian companies.
Third would be the Norwegian companies themselves that have come into the country to partake of opportunities presented by the Philippines business environment. One of these companies is Norconsult — one of the oldest Norwegian companies in the country specializing in project management services for engineering projects in the transport, energy, and urban & regional development sectors.
Norconsult’s first Filipino Managing Director for its Philippine subsidiary, Rodolfo “Ozone” T. Azanza, Jr. said that their manpower complement has expanded almost three times in less than two years, signifying the expanding business opportunities for his firm, that in turn also create more jobs for Filipinos. He also said that the best export of Norway to the Philippines is their strong practice of business integrity. By practicing it locally, it gives a good business case, attracting clients and employees who live by the same principles.
Here is a snapshot of the social and economic conditions of the Philippines and Norway, rather incomparable in many aspects but are welded by trade and investments (see table).
On April 28, 2016, the four European Free Trade Area (EFTA) states composed of Iceland, Liechtenstein, Norway, and Switzerland, signed a free trade agreement with the Philippines in Bern, Switzerland. The EFTA-PH Free Trade Agreement (FTA) is a broad-based agreement covering trade in goods and services, investment, competition policy, intellectual property rights protection, government procurement, and sustainable development. Specifically, EFTA abolishes all customs duties on industrial products from the Philippines upon implementation, while the Philippines will gradually lower or abolish its duties on the vast majority of such products coming from EFTA.
That trade agreement may bode well for a similar future agreement with the continent’s bigger economies like Germany, France, and UK. A possible Philippine membership in the US-led Trans Pacific Partnership Agreement will also be a good thing, before a FTA with huge EU economies.
In trade, the best route is unilateral liberalization, just open the borders and regulate only those products and services that can cause harm to public health and safety. Like guns and bombs, poisonous substances, substandard medicines, etc.
However, only a few economies have succeeded in having such policy, like Hong Kong, Singapore, UAE, and Chile. So the second-best policy is via regional and bilateral FTA. Empowering the local consumers and producers with more choices where and from whom to buy and sell is empowering the people, expanding their economic freedom and individual liberty.

Unilateral trade liberalization and growth.

Free trade and voluntary exchange of goods and services by people across villages, cities, islands, countries and continents is the hallmark of modernization and improvement of human condition. Goods and services of certain quality and quantity that are not available locally are made available by liberalizing their entry from many parts of the world.
Protectionism and economic nationalism in various shades however, has limited the march of faster global economic integration. Thus, multilateral negotiations towards global free trade was invented via Uruguay round and its predecessors, and later via the World Trade Organization (WTO) since 1995.
This has proven to be a disappointment than a success in realizing global free trade as various types of non-tariff barriers (NTBs) were invented by many countries. So regional and bilateral free-trade agreements (FTAs) were invented to hasten the process.
So far, economies that have progressed and expanded faster than the average are those that embarked on unilateral trade liberalization. Yes, one-way liberalization without waiting for other countries and trade partners to liberalize and reduce tariff by the same amount. It may be a reduction from 20% to 10% or 4% in a span of few years, or down to zero.
There are many economies that embarked on unilateral liberalization, including the 10 ASEAN countries like the Philippines. The pace of tariff reduction in the past 2 decades were fast, much faster than tariff reduction in other regions of the world.
This paper will briefly review the experience of five economies: Hong Kong, Singapore, New Zealand, United Arab Emirates (UAE), and Chile. These countries have a small population of 7 million or less except Chile and UAE, thanks to expats and foreign workers that constitute about 85% of UAE current population (see Table 1).
Hong Kong. A small free port economy which thrives on free trade — no barriers on trade, no tariff on imports or exports of goods. Its early open door policy made it one of the world’s largest trading economies, an international financial and commercial center in the Asia-Pacific region, at a time when many countries and economies have turned nationalist, protectionist and even socialist, years after World War II.
Import and export licensing are kept to the minimum, imposed only when there is real need like obligations to trading partners, or meet public health, safety or internal security concerns.
Literally, HK imports in thousands of container ships, and exports in hundreds of millions of shopping bags. Free trade attracts lots of visitors from other countries who think certain goods are not available in their countries or available but at higher prices. Any “losses” in import tax revenues are more than compensated by local tax revenues when millions of visitors and investors come to Hong Kong to spend. Major winners are the airlines, hotels, restaurants, theme parks, malls and shops, other players in the hospitality and tourism industry.
Cingapura. Created only in 1965 after separation from Malaysia, the people embarked on an open, free, competitive economy, opening up lots of opportunities for the entrepreneurs. With a few exceptions, tariff is zero. Total merchandise trade is almost four times of GDP, FDI inflows are big. Import restrictions, if any, are based mainly on environmental, health, and public security concerns. Rice is subject to import licensing to ensure food security and price stability. Otherwise, international trade is highly encouraged.
But while Singapore has unilateral liberalization in goods, it practices protectionism of its services sector. Thus, many countries have arranged for bilateral and regional FTAs with Singapore, focusing on services liberalization. These include mutual recognition of standards, enhanced investment protection disciplines, protection of intellectual property rights (IPR), and elimination of anti-competitive practices, establishment of a competition policy.
Nova Zelândia. Being so geographically detached from the rest of the world because of its location — it is closer to Antarctica than mainland China — the country has no choice but to engage in stronger global trade to enable it to procure many things and services that are not available locally.
In its mid-80s liberalization, tariffs were removed (zero rate) in a wide range of goods without domestic competitors, while reduced in others. Overall tariff has decreased from 27% to 7% in 1997. Import licensing was also gradually removed and other forms of export assistance were also greatly reduced (Grafton et al., 1997).
An editorial from the NZ International Business Forum (NZIBF) about two years ago summarized it this way: “History of trade in New Zealand is that our quality of life plummets when we are shut off to the global market. We do not get rich by selling to ourselves.”
Chile. The economy before the military take over in 1973 was characterized by high and dispersed import tariffs, import prohibitions, quantitative restrictions, and distortionary multiple exchange rate system. The fall of democracy in the country ironically paved the way for economic reforms which liberalized the country. First was reduction and simplification of trade barriers with more than 60% of tariffs removed and import restrictions eliminated.
In 1985, liberalization continued with the uniform tariff decreased to 20% and further to 15%. Reforms continued despite transitioning back to democracy. An independent central bank was established and the uniform tariff was again reduced. Currently, the country is pursuing several trade agreements (Edwards & Lederman, 1998).
A WTO annual report 2009 described it well, “Chile’s trade and investment regime continues to be characterized by openness, transparency, and predictability… Since the last review in 2003… modernize customs and facilitate trade, maintained a single MFN [Most Favored Nation] tariff rate of 6% with a few exceptions, abolished some import taxes and export subsidies…”
Emirados Árabes Unidos. Founded only in 1971, its seven emirates include world-famous cities like Abu Dhabi and Dubai. It is the second largest economy in the Gulf after Saudi Arabia. Its free-trade zones allow (a) 100% foreign ownership of enterprises, (b) 100% repatriation of capital and profits, (c) zero import and export tax, (d) zero corporate tax for up to 50 years, and (e) zero personal income tax.
Generally, it is heaven for global businesses that locate there. This change in policy, the rapid liberalization in goods and services allowed or necessited the entry of millions of expats and foreign workers, which now comprise around 85% of UAE’s total population.
Here is one summary of the performance of the five economies that embraced unilateral trade liberalization (see Table 2).
As a result of liberalization, these economies have expanded: 22 times for Singapore, eight to 12 times for UAE, Chile, and Hong Kong in just a span of 35 years. That is almost a miracle. New Zealand is a bit different because of its geography. Even if tariffs for all imports are zero, its distance from major economies in North America, Europe, and Japan necessarily makes shipment costs high. Which largely explains for its slower economic expansion.
The Philippines should pursue a policy of unilateral trade liberalization, in goods but more so in services and the practice of different profession. By opening up those professions to foreign competition, Filipino customers will have more choices, the Filipino professionals themselves will learn from their foreign allies and competitors, and the policy will earn benefits will that will open up opportunities for Filipino professionals to practice in more countries around the world.

Unilateral trade liberalization in Pakistan.
I stumbled upon this presentation in a forum organized by the Policy Research Institute for Market Economy (PRIME) based in Islamabad, Pakistan. PRIME is headed by a friend, Ali Salman. Good event, Ali.
The paper discussed Pakistan’s experience of 3 phases of trade liberalisation:
Unilateral Trade Liberalisation Period (1990-2002) Policy Neutral Period (2003-2005) Trade Policy Mix: From Bilateral and Regional Liberalisation to Trade Restrictions (2006 onwards).
A different definition of unilateral liberalization, “liberalisation from below”, good nonetheless. For me, unilateral liberalization means no need for negotiations, just one-way liberalization, that very often builds confidence and reciprocal liberalization by other trade partners. Examples of HK, Singapore, Chile, New Zealand unilateral lib. Mas eu divago.
Good advocacy by PRIME. Unlike in South East Asia though, economies in South Asia including Pakistan, India, Sri Lanka, Nepal, Bangladesh, the pace of liberalization is rather slow. Nonetheless, slow liberalization is better than continued protectionism.
Non-tariff barriers in the ASEAN.

Trade between and among people is beautiful. What one does not need because he has surplus production, he can sell it and get those things he does not have but he needs, via purchase or via the old system of barter.
Countries and economies that trade more are more advanced, more developed compared to countries that are less friendly to more international trade.
That is why free trade has become a known policy and advocacy in many countries for centuries now. Import tariff rates have been declining significantly, down to zero for some economies like Hong Kong and Singapore.
But protectionist interests have invented many types of non-tariff barriers (NTBs) or non-tariff measures and these limit or restrict trade.
Among the less-visible type of NTBs are the various business bureaucracies and regulations. For instance, while it is possible to require only three documents to allow exporters and importers to ship or receive their products, other Association of Southeast Asian Nations (ASEAN) countries require six to 10 documents.
Here is one result of the World Bank’s Doing Business 2015 Report, section on International Trade. There were 189 countries covered in that report. Global ranks of ASEAN countries are given.
It would take around three weeks for an exporter to finally move his containers out of Cambodia, Laos, Myanmar, and Vietnam, too long compared to less than one week in Singapore and around two weeks for exporters in Malaysia and Thailand.
It is really possible to cut the time to export to just 11 days or less, as shown by Singapore and Malaysia plus the seven countries above. The eight other governments in the ASEAN need not hold back the exports of their entrepreneurs for two weeks or more.
A similar measurement of bureaucracies and taxes as new variety of NTBs is covered by Fraser Institute’s Economic Freedom of the World (EFW) annual reports. The EFW is composed of five areas, including the freedom to trade internationally. This area is composed of four sub-areas: (A) Tariffs, (B) Regulatory trade barriers, (C) Black market exchange rates, and (D) Controls of movement of capital and people.
The EFW employs a scoring system of zero to 10, where zero is totally unfree and 10 means there is full economic freedom. Thus, high revenues from trade taxes, high tariff, wide variations and deviation of tariff rates mean low score. And more regulatory barriers, more NTBs also mean low score, low degrees of economic freedom for entrepreneurs.
For this piece, sub-areas A and B are shown. Laos was not included in the EFW report. Hong Kong is added here as “benchmark” for being the freest economy in the world.
The above numbers show that ASEAN countries generally have low tariff rates, with scores of eight to almost 10 (Singapore and Brunei). This is a reflection of the accelerated trade liberalization policy in the region.
But there are problems too, like having wide variations and high standard deviations in tariff rates. Singapore, Malaysia, Thailand, and Vietnam have scores below six.
The member-governments of the ASEAN need to be reminded from time to time that the main purpose of trade liberalization is to empower the consumers and producers of their own countries with more choices. NTBs and complicated bureaucracies defeat or undermine that goal.
Free trade means free individuals, free enterprises. Restrictions to trade is restricting individual and economic freedom, the freedom to choose and compete, where and from whom to buy and to whom to sell.
Some consumers though can lose from free trade and unilateral liberalization if the goods they regularly consume are being exported because prices can go higher. But this loss is temporary because more goods, more choices from abroad will become available in the domestic market.
Multilateral trade negotiations for free trade are too unwieldy and costly, time-consuming and bureaucratic. Regional and bilateral free trade agreements (FTAs) are faster in producing agreements and results but they are selective and become an excuse for protectionism against countries where no FTAs are signed yet.
Unilateral trade liberalization, no need for or minimum of negotiations, just open the borders at zero tariff and minimal bureaucracies, is pro-development. There is little or no justification to restrict trade as it is a voluntary exchange between two or more entities — individuals, companies, and institutions.
People and companies, not nations and governments, trade with each other. Governments therefore should reduce restrictions on people and goods mobility.
In particular: (a) reduce tariff and non-tariff barriers like quantitative restrictions and customs bureaucracies, and (b) simplify visa requirements and issuance, reduce the cost of migration.
The main function of government in trade is to help enforce contracts and promulgate the rule of law. And the only justifiable considerations for governments to regulate trade are those involving public health and safety. Like bringing in or exporting weapons, ammunitions, dangerous substances, counterfeit or substandard medicines, virus-infected animals, etc.
All other goods should be allowed entry with the minimum or zero restrictions and taxation. This will significantly bring down prices and benefit consumers, especially the poor.
Two groups of people dislike unilateral trade liberalization: (a) the protected local businesses and cronies, political interest groups like militant trade unions and farmer organizations, and (b) trade negotiators and consultants who regularly fly and have endless meetings in some beautiful and expensive hotels and cities abroad.
Smuggling can be beneficial to consumers through lower prices compared to protectionist prices. But this expands corruption in government. To remove the opportunities for corruption and rent-seeking and at the same time give consumers and local producers the freedom to get cheaper goods and services, protectionism should be abandoned and unilateral liberalization should be pursued.
Other institutional constraints like protectionist constitutions that explicitly protect domestic business interests and limit foreign competition should be amended to allow or encourage more foreign investments and trade.

The South East Asia Network for Development (SEANET) published its second issue of Perspectives or policy note this year, 20 pages long. Incidentally, it was written by yours truly.
Free trade has many variants like bilateral free trade agreement (FTA) or economic partnership agreement (EPA), regional (ex. ASEAN FTA or AFTA), cross regional (ex. RCEP, TPP), multilateral/global (ex. WTO negotiations), or plain unilateral, one-way free trade policy. This paper discusses the latter.
It starts with some basic theory, from the classical David Ricardo theory of comparative advantage, to commodity (CPE) and factor price equalization (FPE). Here, CPE an illustration of CPE.
Through time, the average ASEAN Trade in Goods Agreement (ATIGA) rates have been declining. Singapore and Brunei were the pacesetters of zero tariff policy since the past one or two decade/s. The intra-ASEAN rates of almost zero tariff are shown in the chart below.
The most common non-tariff barriers (NTBs) to trade are technical regulations on quality standards and non-automatic licensing of exports/imports permit. But there is one NTB that is lesser discussed — the various trade and business bureaucracies. The Philippines was 5th in the ASEAN in this aspect.

Minister of State for Finance, Rana Mohammad Afzal received his Azerbaijanese counterpart, Mr. Samir Sharifov for a meeting here on Monday. Mr. Samir was accompanied by the Azerbaijan Ambassador Ali Alizad on the occasion.
Mr. Samir Sharifov said that Azerbaijan was offering educational scholarships to different Muslim countries and that Pakistan students were also welcome to avail these. Minister Rana Afzal welcomed the suggestion. He added that Pakistan wished to seek opportunities for export of technically trained personnel to Azerbaijan. Senior officials of Economic Affairs Division briefed the Advisor on the portfolio of economic assistance relating to different multilateral and bilateral development partners including World Bank and Asian Development Bank. The briefing included the latest status of disbursement of funds under these projects.
The Adviser said that effective dissemination and utilization of the funds was very important for achieving optimum results of development projects. He stressed on the need for timely completion of projects and directed EAD to ensure effective follow up with executing agencies to ensure implementation of projects as per approved timelines. The meeting was attended by senior officials of the Finance and Economic Affairs Divisions.

British Prime Minister's Special Representative for Afghanistan and Pakistan, Gareth Bayley met with Adviser to PM on Finance.
Adviser to Prime Minister on Finance, Miftah Ismail received British Prime Minister’s Special Representative for Afghanistan and Pakistan, Gareth Bayley for a meeting here on Tuesday. British High Commissioner, Thomas Drew accompanied the visiting dignitary on the occasion.
Adviser Miftah Ismail informed Gareth Bayley about the priorities of the government and stated that the PML-N government had made significant progress in the last four and a half years in the areas of peace & security, economic stability, energy sufficiency and social protection. He said that in the remaining part of the tenure, the government would try to consolidate the economic gains made in the last four years and the reform process would continue during this period. He added that despite challenges the economy was moving forward on the path of inclusive growth and Government was determined to achieve 6% growth target in 2018. He also made special mention of growth in revenue collection and said that further reforms in tax administration are a priority.
Gareth Bayley assured the Adviser of the support and cooperation of the government of UK for economic reforms as well as for regional cooperation initiatives.
New Prices of Petroleum Products.
The following prices of different petroleum products have been approved for the month of February 2018:
Existing Prices (Rs) per litre.
Increase (Rs) per litre.
Motor Spirit (MS) 92 RON Petrol.
Superior Kerosene Oil (SKO)
Light Diesel Oil (LDO)
Oil and Gas Regulatory Authority (OGRA), it may be mentioned had proposed double digit increase in the rates of HSD (Rs. 10.25 per litre), SKO (Rs. 12.74 per litre) and LDO (Rs. 11.72 per litre) for the month of February on the basis of increase in prices of petroleum products in the international market. The Government however, decided to reduce the impact on the consumers through adjustment in the applicable levies.
The new prices will be effective from 1st of February until midnight on 28th of February 2018.

Adviser to Prime Minister on Finance, Miftah Ismail along with Minister for Water Resources and Minister of State for Finance had a meeting with visiting World Bank delegation here Thursday.
The delegation led by Ms Annette Dixon Vice President for South Asia Region also included Ms Snezana Stoiijkovic, IFC Regional Vice President (Asia-Pacific) and Country Director World Bank in Pakistan, Patchamuthu Illangovan.
Adviser Miftah Ismail apprised the visiting delegation of the current state of economy and said that the policiies pursued during the last four years had stabilized the economy and helped it to grow at a steady pace. He said Pakistan achieved a decade high growth rate of 5.3% last fiscal year and was targeting 6% growth in 2017-18. He said that the government was laying great emphasis on tax reforms and broadening of tax base. Miftah Ismail added that the current account has posed a challenge in the recent past, due to increased imports required in the expansionary phase. He said that the export enhancing measures have started to bear fruit and export growth will help narrow the trade deficit. Adviser Finance further said that Pakistan had resolved the problem of energy shortages and now desired more investment in infrastructure development and would welcome World Bank’s support in this regard.
Vice President World Bank Annette Dixon while praising present Government's efforts for strengthening macroeconomic fundamentals over the last four years hoped Pakistan would maintain the momentum in future as well. She called for greater focus on development of agriculture sector and sustainable water management.
Minister Rana Afzal on the occasion said regional trade, particularly with Iran and Afghanistan could help greater trade earnings for Pakistan and the government was making efforts in this regard.
IFC Regional Vice President Ms Snezana Stoiijkovic on the occasion apprised the meeting about her interaction with private sector companies at Karachi including those related to energy sector and banks. She said Pakistan has a vibrant private sector and mentioned IFC’s interest in supporting Pakistan Infrastructure Bank. She said higher private sector investment would greatly contribute in achieving higher economic growth.

He said the Federal Government fully believed in facilitation to all the provinces in terms of immediate transfer of provincial share in federal revenues. He said the Government was focused on further strengthening of economy and making concerted efforts for achieving growth target for the current fiscal year. They discussed current state of Pak-US ties with particular emphasis on economic cooperation.
Adviser Miftah Ismail welcomed Ms. Wells and said that such bilateral visits are helpful in understanding eachother's point of view. He said relations between the two countries have been affected by certain recent developments and it was important to remove the misperceptions.
Adviser Finance welcomed the planned visits of US business delegations on the occasion and said that people to people contacts are an important part of a bilateral relationship. He expressed his support for business community's efforts aimed at furthering Pak-US economic ties. He said that Pakistan has made visible headway in overcoming energy shortages which has given a boost to the country’s productive sectors. The Japanese diplomat praised Pakistan’s efforts to eradicate the scourge of terrorism. Adviser Finance welcomed Japan’s technical support in the spheres of anti-money laundering and anti-terrorist financing. This he said would supplement Pakistan’s efforts against terrorism.
Mr. Takashi Korai shared with the Adviser information about the high level Pak-Japan policy dialogue in February where cooperation in industrial and agricultural sectors would be specially taken up for discussion. There was also discussion between Adviser Finance and Takashi Korai about empowerment of youth through skill development.
Adviser Finance on this occasion called upon Takashi Korai for efforts to encourage more Japanese companies to invest in Pakistan. He assured him full support for such efforts.

They requested for easing out the duty regime saying the gesture would have positive impact on overall bilateral trade.
Representatives of the APTPMA on the occasion discussed with the adviser matters concerning smooth provision of LNG to textile processing units on rates at par with other areas of the country. They also discussed matters regarding sales tax refunds.
Adviser Miftah Ismail assured the APTPMA representatives all possible support to resolve their problems. He said that the issues are already under active consideration of the government and appropriate decisions will be taken soon.

The Adviser to Prime Minister on Finance, Miftah Ismail said that Government welcomes foreign investors to avail investment opportunities in different sectors in Pakistan. The Adviser was talking to a delegation of World Technology & Trade Inc.(WTTI) which called on him here Thursday morning.
The delegation was led by Robert Y. Ni. The delegation apprised the Adviser that objective of their visit to Pakistan is to explore areas and opportunities for investment. WTTI has deep interest to invest in different sectors including mining, natural resource exploration, hydropower and infrastructure development. WTTI has plans to come up with specific investment ventures in Pakistan in near future and they intend to also set up their office here.
Adviser Miftah Ismail said the Government would extend them all possible facilitation in their investment ventures. He said Pakistan offers a liberal investment regime and international companies and business concerns are welcome to take advantage of this regime.

Former Governor, State Bank of Pakistan, Dr. Ishrat Hussain has been nominated as Pakistan’s candidate for the coveted position of Chairman, International Monetary and Financial Committee (IMFC).
On the recommendation of Dr. Miftah Ismail, Adviser to Prime Minister on Finance, the Prime Minister approved nomination of Dr. Ishrat Hussain who has vast academic and professional experience of monetary and financial affairs.
The Chairman IMFC position it may be mentioned, fell vacant on December 01, 2017 after resignation by Augustin Carstens. In view of the importance of the IMFC chair, the procedure for selection of next IMFC Chairman was initiated forthwith and along with other IMF member countries Pakistan was also requested to submit a nomination to IMF Headquarters which has accordingly been done. The IMF Board will make the final decision in this regard with consensus.
The IMFC is the highest policy making body of IMF and is responsible for advising and reporting to the IMF Board of Governors on matters pertaining to the supervision and management of the international monetary and financial system. The IMF chair has previously been held by senior officials of known stature like Gordon Brown, UK’s Chancellor of the Exchequer, Tommaso Padoa-Schioppa, Italy’s former minister of Economy and Finance, Dr. Youssef Boutros-Ghali, Minister of Finance of Egypt, Tharman Shanmugaratnam, Singapore’s Deputy Prime Minister and Augustin Carstens, Governor of Banco de Mexico.

Strategy on cards to go after tax-evaders, growth target achievable: Minister of State for Finance and Economic Affairs.
ISLAMABAD, Dec 28 (APP): State Minister for Finance, Rana Muhammad Afzal Khan Thursday said the government was devising a strategy to go after the tax-evaders and initially 10,000 people have been identified on the basis of data which would be brought under tax net from next month.
He said that the number of tax return filers has also increased from 0.914 million last year to 1.14 million during the current year (2017-18), which is a positive sign.
He said that due to the China Pakistan Economic Corridor (CPEC), the Foreign Direct Investment into the country has increased.

IMF Mission's visit to Pakistan.
An International Monetary Fund (IMF) mission led by Mr. Harald Finger visited Pakistan from December 5th to 14th, 2017 for the first Post Program Monitoring (PPM) since the end of Extended Fund Facility (EFF) in September 2016.
Pakistan executes US$ 1.0 billion five years Sukuk, US$ 1.5 billion ten years Eurobond transactions.
The Islamic Republic of Pakistan has successfully executed US$ 1.0 billion five years Sukuk and US$ 1.5 billion ten years Eurobond transactions at a profit rate of 5.625% and 6.875% respectively.
The order book for Pakistan’s sovereign papers was over US$ 8 billion. However, the Government decided to pick up only US$ 2.5 billion in order to ensure low final yields on the Sukuks and Eurobonds. This reflects the overwhelming confidence of global investors in Pakistan’s economy. It is worth mentioning that 6.875% rate for 10 year Eurobond issuance is the lowest ever rate, as no 10 year bond has ever been sold at a cheaper rate by Pakistan in international capital markets. Furthermore, Pakistan has never executed multiple tranche transactions worth US$ 2.5 billion, simultaneously.
The orders were placed by numerous blue chip institutional international investors from all across the globe. About 44% of the orders were placed by investors from Europe, 24% from Asia, 20% from North America, 8% Middle East and 12% from other regions.
Date extended for filing of Income Tax Returns/ Statements for Tax Year 2017.
Federal Board of Revenue (FBR) has extended due date for filing of Income Tax Returns/Statements by salaried individuals, other individuals and AOPs, till 30th November, 2017.
It is added that due date for filing of returns/statements of final taxation in case of companies has not been extended and remains 15th November, 2017.

As directed by Minister for Finance, Revenue and Economic Affairs, Senator Mohammad Ishaq Dar on Tuesday, the due date for filing of Income Tax Returns / Statements by Companies, salaried individuals, other individuals and AOPs, has been further extended till 15th November, 2017. Earlier, the due date was extended from 30th September to 31st October, 2017.
Macro Economic Environment Promoting Corportization.
Improvement in the macroeconomic environment of the country has led to increased incorporation of companies in FY 2017. The Security Exchange Commission of Pakistan incorporated 8286 companies in FY 2017 compared to 6200 companies in FY 2016. The incorporation of companies has seen tremendous increase of 109.24% growth during 2013-2017. This trend continued during current fiscal year as Q1 FY 2018 has seen 64% growth compared to the corresponding quarter last year. This is reflective of the reforms undertaken by the Securities and Exchange Commission of Pakistan.
Standard & Poor's Affirms Pakistan's 'B/B' Ratings with Stable Outlook.
The global rating agent Standard & Poor's Global Ratings (S&P) in its report on Monday affirmed Pakistan's 'B' long-term and short-term sovereign credit rating. The outlook for the long-term ratings remains stable. Affirmation of Pakistan's rating reflects that economic prospects remain favourable and external and fiscal metrics of the country will not worsen materially from their current level.

At the outset the Finance Minister stated that it had come to his notice that an anomaly in the tax regime had resulted in taxation of yield on Behbood Certificates and Pensioners Benefits accounts. Apparently the impact on taxation of these schemes was an unintended consequence of certain legal changes introduced in the Finance Act. He said that he has already instructed FBR to take appropriate measures to remove the anomaly.
DG Zafar Masud briefed the meeting on performance of the National Savings during the last one year. The briefing covered the progress made in areas like financial inclusion through automation, introduction of new products and improving the customer service and outreach.
The meeting was informed that National Savings has emerged as a formidable vehicle for financial inclusion with introduction of popular welfare oriented products and registering a large number of customers of which more than 50% were women. The efforts of National Savings are being actively supported by the World Bank and Karandaaz (DFID and Bill and Melinda Gates Foundation) through up-gradation of IT system, offering alternate delivery channels (cell phone, internet banking and ATM cards), Enterprise Resource Planning system (ERP), Business Intelligence, Data Warehouse, capacity building and training etc.
He said that the efforts of National Savings in promoting financial inclusion have been lauded and recognized, not only nationally but also internationally. The reputed CFI magazine UK has recently bestowed on National Savings the award for “outstanding performance in promoting financial inclusion-2017”. The award is in fact a recognition of the progress made by National Savings in the last one year on the automation front with 2/3rd of the branches having been connected online and the offering of banking clearing services to the customers.
The meeting was informed that after the successful roll out of Rs. 40,000 Premium Prize Bond (Registered), the Rs. 100,000 denomination bond is on the cards. The launch of Shuhada Families Welfare Account and extension of Behbud Saving Certificates for disabled persons is also coming up. Furthermore the Overseas Pakistanis Savings Certificates and Shariah Compliant Products are also being considered.
DG National Savings further informed that for customer facilitation, SMS Service, access through social media and revamping of the institution’s website have been carried out. He said that a complaint resolution cell has been established at the DG’s Office which disposes of public complaints on daily basis.
Finance Minister appreciated the achievements made by the National Savings in various areas particularly financial inclusion and customer outreach. He also praised the performance of the institution for surpassing the annual savings target. He assured his continued support to National Savings in achieving the objective of greater financial inclusion.

Finance Minister, Senator Mohammad Ishaq Dar chaired a meeting at the Ministry of Finance on Wednesday and received a briefing from Governor State Bank of Pakistan (SBP), Mr. Tariq Bajwa, and Finance Secretary, Mr. Shahid Mahmood relating to participation of Pakistan’s delegation in the recently concluded Annual Meetings of the World Bank and IMF.
During the briefing to the Finance Minister, Governor SBP said that the World Bank and IMF were informed by the Pakistani side that the government is focused on maintaining the economic stability achieved during the last four years, and attaining higher economic growth. He said that the measures being taken by the government to manage the current account deficit and strengthen the external account position were also conveyed during the meetings, including the Prime Minister’s Package of Incentives for Exporters and policy options being adopted to manage imports.
The Finance Secretary briefed the Finance Minister on the discussions held with the World Bank during the annual event. He said that the opportunity was utilized to hold in-depth discussions on various matters such as further economic reforms as well as Bank-supported development projects. He said that the delegation also held productive meetings with ratings agencies, banks and investors on the side-lines of the Annual Meetings regarding Pakistan’s economy.
Minister Dar expressed satisfaction at the participation and contribution of the Pakistani side during the Annual Meetings. He welcomed World Bank’s clarification relating to Pakistan’s external financing requirements, and said that the matter had caused unnecessary commotion. He said that the government is focused on achieving higher, sustainable and inclusive economic growth, in order to capitalize on the hard-earned macroeconomic stability of recent years. In this regard, he highlighted the strong fiscal performance during the first quarter of the current fiscal year. He stated that Pakistan’s external financing needs are at a sustainable level, and external inflows are expected to be sufficient to meet repayment obligations.

Finance Minister, Senator Mohammad Ishaq Dar, chaired a meeting at the Ministry of Finance on Sunday to review matters related to the Federal Board of Revenue (FBR) and the Finance Division. Chairman FBR and senior officials of the Ministry of Finance and FBR participated in the meeting.
Acting Finance Secretary briefed the Finance Minister on the progress of the various ongoing initiatives of the Ministry of Finance. He said that efforts were in hand to make sure that the strong fiscal performance of first quarter is maintained during the second quarter and beyond. Acting Finance Secretary also briefed the Minister on the estimates of gross external financing needs during the current fiscal year. He said that a recently published World Bank Report had erroneously indicated Pakistan’s gross external financing needs at US$ 31 billion for the current fiscal year. He said that the Report is based on misinterpretation of standard definition of the gross financing needs of the country. Based on the international reporting standards, Pakistan’s actual gross financing need for FY 2017-18 is estimated atUS$18 billion (5.3% of GDP) rather than $31 billion (9% of GDP). He informed the Minister that the matter has been taken up with the World Bank to rectify the error. The Minister was informed that external inflows are expected to be sufficient to meet repayment obligations. Acting Finance Secretary said that, in the first two months of current financial year, exports and remittances have improved and imports have slowed down.
The Finance Minister directed the Finance Division to proactively work with the World Bank to ensure correct reporting of economic data. He also directed to ensure timely and effective implementation of the various ongoing initiatives of the Ministry.
Chairman FBR briefed the Finance Minister regarding the progress in Taxpayer’s outreach programme launched by FBR on the instructions of FM for broadening of tax base. He informed that senior officers of FBR are holding workshops on e-filing of returns for members of tax bars, professional bodies and chambers of commerce and industry. Large corporate employers have been approached for ensuring filing of returns by all employees receiving taxable salary. Help desks have been established in tax offices throughout the country and FBR’s helpline and website have been revamped to facilitate return filing. Chairman FBR informed the Finance Minister that the efforts in this direction are yielding results and up to 13th October more than 352,000 returns have been received as against 162,000 returns received up to the same date last year. The Minister was further informed that specialized Broadening of Tax Base (BTB) zones will become fully operational w. e.f 1st November 2017.
Finance Minister expressed his satisfaction on the progress made by FBR and stated that the last date for filing of returns was extended to 31st October, based on the genuine demands from tax professionals and trade organizations. He said that given this facilitation which has been extended to trade bodies and taxpayers, FBR should now work closely with representative bodies to ensure that returns due for the current year are filed by 31st October 2017.
Government closes first quarter on strong Fiscal Performance.

Finance Minister, Senator Mohammad Ishaq Dar, witnessed signing ceremony for a modern tax payment system between the Federal Board of Revenue (FBR), State Bank of Pakistan (SBP) and 1-Link at the Ministry of Finance on Monday. The modern system will enable payment of taxes through Alternate Delivery Channels (ADCs). A Memorandum of Understanding (MoU) for launching a pilot project for payment of taxes / duties on cross border trade, and an Agreement for payment of domestic taxes were signed during the ceremony. The MoU and Agreement were signed by Governor SBP, Mr. Tariq Bajwa, Chairman FBR, Mr. Tariq Pasha, and senior representative of 1-Link, Mr. Najeeb Agrawalla. Special Assistant to Prime Minister on Revenue, Mr. Haroon Akhtar Khan was also present on the occasion.

Minister for Finance, Revenue and Economic Affairs, Senator Mohammad Ishaq Dar chaired a meeting on Thursday at the Ministry of Finance to review the progress of revenue collection, return filing and awareness campaign undertaken by the Federal Board of Revenue (FBR). Chairman FBR, senior Members of FBR, and senior officials of the Ministry of Finance were present in the meeting.

Finance Minister, Senator Mohammad Ishaq Dar, held a meeting with Mr. Xiao Jie, Finance Minister of China here. The two leaders discussed various issues of mutual interest including ways and means to further enhance the bilateral economic relations.
Finance Minister Ishaq Dar said that Pak-China strategic relationship is an anchor for regional peace and stability. He said that Pakistan-China friendship enjoys across-the - board political, institutional and popular support in Pakistan. He said that the bilateral relationship has further strengthened through the launch of the CPEC initiative, which will bring the two countries even closer. He congratulated Minister Jie on the inauguration of CAREC Institute and said that Pakistan would continue to actively participate in the activities of the Institue just as it had extended full support during the process of establishment of the Institute.

Finance Minister Senator Mohammad Ishaq Dar arrived in Urumqi, China Thursday for attending the inaugural ceremony of the Central Asian Region Economic Cooperation (CAREC) Institute.
Mr. Shohrat Zakir, Governor of Xinjiang Province called on the Finance Minister and extended him a warm welcome. He said that the friendship between China and Pakistan is time tested and the best of the relationships between any two countries of the world. The visit by the Finance Minister and his delegation to Xinjiang Province would further enhance the level of cooperation not only between the two governments but also between the people of Xinjiang and people of the bordering areas of Gilgit –Baltistan in Pakistan. He said that the establishment of CAREC Institute would provide a research and knowledge sharing platform for the people of two countries to explore new avenues of development.
Finance Minister thanked the Governor for his hospitality and congratulated him for successful inauguration of the CAREC Institute. He said that Pakistan-China friendship enjoys across the board political, institutional and popular support in Pakistan that is unique and sets it apart from relationships with other countries. Xinjiang Province is contiguous with Pakistan’s Northern Areas and having historical, cultural and trade links, which needs further strengthening to declare the same as the Gateway between the two countries. He also emphasized on development of rail linkages between the bordering cities of the two countries. The Minister thanked the Governor for permission to Habib Bank Limited for opening up its branch in Urumqi. He stated that given the ever-increasing number of Pakistani businessmen engaged in trade in the province of Xinjiang, opening of a Consulate is also a priority for the Government of Pakistan.
